No restriction on users number, you can add as many as you want.
The restriction is one router which corresponds with “Starting and Small ISP”.

Sure, note that there are two users created one for VPN and one for API. They are unique for your router and are meant to be accessed by ZIMA Cloud engine responsible of logging graphs and synchronizing your router with your ZIMA configs.
